UAE Updates E-Invoicing Rules to Ease Business Compliance
The UAE Ministry of Finance has introduced key amendments to its e-invoicing framework through Ministerial Decision No. 197 of 2026, aimed at streamlining the transition for local businesses. Starting January 1, 2027, companies within the same tax group will benefit from a 24-month temporary exclusion for intra-group transactions. This adjustment, which builds upon the foundation laid by previous regulations, provides firms with more flexibility as they navigate the phased rollout of the digital system, which began for large enterprises in mid-2026 and is set to encompass all business segments by 2028.
Beyond these timeline adjustments, the updated rules modernize data management and administrative requirements. Crucially, the government has removed the mandate to store e-invoice data physically within the UAE, shifting the priority instead to ensuring that records remain accessible and compliant with Tax Procedures Law whenever the Federal Tax Authority requests them. Furthermore, the ministry has simplified procedures by repealing strict notification requirements for "system failures," signaling a clear move toward a more flexible, business-friendly regulatory environment that focuses on practical compliance rather than rigid operational hurdles.
