Dubai Police Training Empowers Filipino Officers with Next-Gen Policing Skills
Two Philippine National Police officers, Major Richard Curada Luzano and Captain Modesto Dumanging Nahiwan, recently completed the prestigious Policing Innovation and International Leadership (PIL) diploma in Dubai. Organized by the Dubai Police in partnership with the Rabdan Academy, the program brought together law enforcement professionals from 45 nations to explore how technology, community engagement, and adaptive leadership can redefine modern security. For both officers, the experience shifted their perspective on what it means to be a leader, moving beyond traditional law enforcement toward a more proactive, community-centered approach that prioritizes public trust.
Back in the Philippines, Luzano and Nahiwan are now focused on translating these international insights into local action. Major Luzano plans to foster a culture of innovation within his ranks, using the strategic frameworks he mastered in Dubai to improve problem-solving and team dynamics. Meanwhile, Captain Nahiwan is eager to integrate smart technology with deeper community partnerships to enhance service quality. By blending the forward-thinking techniques learned abroad with their own operational experience, both officers aim to modernize police services and build a stronger, more transparent relationship with the public they serve.
