New Dubai Regulations Empower Authorities to Curb Shared Housing Overcrowding

Dubai has introduced a robust regulatory framework to tackle the persistent issue of overcrowded properties and illegal partitions. Under the new legislation, authorities are now equipped with the power to conduct both routine and surprise inspections to ensure shared housing units adhere to strict occupancy standards and safety guidelines. These inspections can be triggered by credible tips or formal complaints from neighbors regarding suspected violations, such as unauthorized structural modifications or excessive density. While the law mandates that owners and tenants must grant access to authorized inspectors, it also emphasizes that such procedures must be carried out respectfully, ensuring the sanctity of the private home is upheld throughout the process.

To manage the enforcement of these standards, the government has established the Committee for the Supervision of Shared Housing. If individuals attempt to obstruct officials during a site visit, the committee is authorized to coordinate with other entities, including the Dubai Police, to gain necessary access. For those who believe an enforcement action or eviction notice has been unfairly issued, the law provides a clear legal recourse. Affected parties can file a formal grievance within 30 days for general administrative decisions, though they must act much faster—within seven days—if they wish to challenge an eviction order issued by an Execution Judge.
