UAE Clarifies Domestic Worker Classifications and Regulatory Framework
The UAE government has officially outlined 19 specific occupations categorized under domestic work, ranging from housekeepers and nannies to private tutors and farm workers. To ensure legal compliance and protection, authorities strongly advise residents to hire domestic staff exclusively through agencies licensed by the Ministry of Human Resources and Emiratisation. This regulatory framework is governed by Federal Decree-Law No. (9) of 2022, which clearly defines the rights of workersâsuch as mandatory rest periods, paid annual leave, and access to healthcareâas well as the specific responsibilities of both employers and recruitment agencies.
These laws are strictly enforced to prevent exploitation and maintain professional standards within the household sector. Employers are required to provide appropriate living conditions and medical support, while agencies must ensure workers are fully prepared and informed before arrival. Failure to adhere to these regulations carries severe consequences, with penalties for serious violations reaching up to Dh10 million. If disputes arise, both employers and employees are encouraged to seek resolution through the Ministry; if mediation fails, the matter can be escalated to the competent courts to ensure a fair outcome for all parties involved.
