Abu Dhabi’s Digital Transformation: Efficiency and AI Drive Government Success
Abu Dhabi has achieved a remarkable milestone in public administration by successfully reducing the cost of delivering government services by over 30 percent in just three years. Simultaneously, public satisfaction levels have soared from 78 percent to 92 percent, debunking the common assumption that higher-quality services must inherently be more expensive. Ahmed Tamim Hisham Al Kuttab, Chairman of the Department of Government Enablement, attributed this success to the strategic integration of artificial intelligence into the unified Tamm platform, which now houses more than 1,200 services. By automating end-to-end requests, the emirate is effectively eliminating what officials call the "time tax" historically associated with bureaucratic processes.
Looking ahead, the government is shifting toward a proactive model through features like AutoGov, which handles administrative tasks—such as license renewals and document preparation—before residents even need to initiate a request. As Abu Dhabi works toward becoming a fully AI-native government by 2027, the focus is turning to the redesign of entire systems rather than simply accelerating existing workflows. Emphasizing the importance of responsible innovation, Al Kuttab likened robust AI safety protocols to the brakes that allowed for the construction of skyscrapers, noting that while autonomous systems will manage routine operations, human judgment will remain the cornerstone for complex decision-making.
