New Rules for Shared Housing in Dubai: What You Need to Know
Dubai Municipality has introduced strict new guidelines for shared housing, specifying exactly where and how these arrangements can operate to maintain the quality of life in residential neighborhoods. According to the recent circular, shared accommodation is now restricted to zones designated by the municipality based on detailed urban planning studies. Notably, properties situated along major commercial and tourist routesâsuch as Sheikh Zayed Road, Jumeirah Road, Al Wasl Road, and Bani Yas Roadâare now strictly limited to family-only sharing, effectively banning bachelor or unrelated individual housing in these prime locations.
These regulations apply to both new developments and existing properties, with landlords and developers given until September 8, 2027, to bring their units into compliance. The framework categorizes shared living into two types: individual housing for people sharing facilities like kitchens and bathrooms, and family housing for multiple families living under one roof. To prevent overcrowding and ensure safety, the municipality has set clear standards regarding occupancy limits, health facilities, and minimum floor space per resident. Those who fail to adhere to these new legal standards face significant penalties, with fines ranging from Dh500 up to Dh500,000.
