Umm Al Quwain Modernizes Governance with New Infrastructure and Investment Laws
Sheikh Saud bin Rashid Al Mualla, Supreme Council Member and Ruler of Umm Al Quwain, has introduced a series of legislative updates aimed at modernizing the emirateâs administrative and economic landscape. Among the primary changes is Law No. (5) of 2026, which establishes a comprehensive framework for managing public and private vehicle parking. This regulation ensures better oversight of parking zones, including those located within real estate developments, as part of a broader effort to organize urban infrastructure.
Beyond urban management, the new decrees focus on economic growth and social welfare. Law No. (4) of 2026 creates a robust legal structure for public-private partnerships, designed to attract regional and international investment while encouraging private sector involvement in key development projects. Simultaneously, Decree No. (3) of 2026 establishes a dedicated committee tasked with the ethical management and investment of funds for minors and other individuals requiring guardianship, ensuring that these assets are handled in strict accordance with Islamic Sharia and local legal standards.
