The joint declaration specifically calls out a series of attacks linked to an organization known as Harakat Ashab al-Yamin al-Islamiya (HAYI), which has claimed responsibility for various incidents including arson and physical assaults against Jewish sites in London and elsewhere. Several nations have already taken unilateral action; for instance, Australia expelled the Iranian ambassador last year after linking Tehran to antisemitic arson attacks in Melbourne and Sydney, eventually designating the Revolutionary Guards as a state sponsor of terrorism.
