Philippines Halts Seafarer Deployment to Black Sea After Fatal Attacks

The Philippine government has officially implemented a temporary ban on deploying seafarers to the Black Sea following a series of deadly Russian drone strikes that targeted commercial vessels this month. Department of Migrant Workers Secretary Hans Leo Cacdac confirmed that President Ferdinand Marcos Jr. ordered the measure to protect citizens as regional security deteriorates. The directive follows the tragic deaths of two Filipino sailors—one aboard the MV Venturo on July 6 and another on the MV Arosa just last Sunday—as well as the disappearance of a third mariner from the MV Star Venture.

Beyond the fatalities, at least 15 Filipino crew members have sustained injuries across 12 different vessels operating in or near Ukrainian ports. In response, President Marcos has mandated the immediate repatriation of all 151 Filipino sailors currently in the region. While the government is providing financial support and benefits to the families of the deceased, officials noted that there is currently no specific employment compensation for the able-bodied seafarers returning home. Moving forward, the Philippines, alongside the International Bargaining Forum, continues to categorize the northern Black Sea as a "Warlike Operations Area," urging shipping companies to divert routes away from the conflict zone.
