Marcos Administration Proposes Massive Hike in 2027 Flood Control Budget

In a move that follows a year of devastating flooding, the Philippine government, led by President Ferdinand Marcos Jr., is requesting a massive 4,200 percent increase in its flood control budget for 2027, bringing the total to P107.4 billion. This dramatic jump comes after a period of fiscal restraint in 2026, during which the administration froze new projects while grappling with a major corruption scandal involving "ghost" infrastructure and alleged kickbacks. DPWH Secretary Vince Dizon, tasked with restoring public trust, has pledged to implement rigorous oversight, including mandatory geo-tagging, strict feasibility studies, and a new "Certificate of Implementability" to ensure funds are not squandered on redundant or fraudulent schemes.

Despite these promises of reform and the necessity of improved flood management, the proposal faces significant skepticism from opposition lawmakers. Members of the Makabayan Coalition have warned that ballooning the budget again creates a dangerous environment for systemic plunder and political cronyism. While officials like Romeo Momo Sr. are emphasizing the need for community consultations to prevent the oversight failures of the past, critics remain wary, arguing that the restoration of such high-level infrastructure spending could prioritize patronage over essential social services, echoing the controversies that have long plagued the department.
