The human toll of these evacuations extends far beyond lost property, as displaced families struggle to care for the lives left behind. At shelters, elderly evacuees recount the distress of being unable to bring their pets, with some even attempting to leave extra food for birds and trapped cats in hopes of a quick return. Whether sitting on camp beds in makeshift sports hall refuges or waiting for brief, police-escorted windows to retrieve basic necessities, these survivors remain in a state of limbo.
