The tensions stem from a recent report by the Multilateral Sanctions Monitoring Team (MSMT), an 11-nation coalition that accused Pyongyang of orchestrating large-scale sanctions evasion. According to the MSMT, North Korea has generated hundreds of millions of dollars annually by deploying tens of thousands of laborers to countries like Russia and China—a direct violation of UN Security Council resolutions.
