This responsibility rests squarely on property owners or management firms rather than individual tenants. Authorities emphasize that neglecting these tanks allows sediment, dirt, and dangerous, invisible bacteria to accumulate, creating significant health risks. Even if water appears clear and odorless, it may still be contaminated, making routine, professional maintenance an essential practice for resident safety.

To ensure high safety standards, the law dictates that tank cleaning must be performed exclusively by service providers licensed by the Department of Municipalities and Transport. The standard procedure involves fully draining and scrubbing the tank, applying a safe disinfectant, and conducting a final rinse before refilling. To verify compliance, municipal judicial officers conduct periodic inspections and respond to resident reports.
