Russian Authorities Charge Telegram Founder Pavel Durov with Terrorist Facilitation

Thu, Jul 30, 2026(45d ago)World

Russian officials have officially charged Telegram founder Pavel Durov with enabling terrorist activities, alleging that his platform is being exploited by Ukrainian intelligence to orchestrate sabotage within Russia. According to the Federal Security Service (FSB), a popular dating chatbot on the app was allegedly weaponized by Ukrainian operatives to recruit young Russians—some as young as 12—to commit acts of arson and attacks against critical infrastructure. In a defiant response, Telegram’s official X account shared a photo of the billionaire making an obscene gesture, while Durov himself has consistently maintained his innocence, framing the legal pressure as an infringement on privacy and free speech.

The accusations place Durov, who holds both Emirati and French citizenship, in a precarious international position as Russia attempts to place him on a wanted list. This latest development follows his recent legal troubles in France, where he was arrested over concerns regarding criminal activity and content moderation on his platform. Despite the intense scrutiny and the fact that Telegram has become a "virtual battlefield" for the ongoing conflict, the app remains widely used even by Russian state institutions. As the situation unfolds, it remains unclear how the international community, including Dubai where Durov resides, will respond to Russia’s mounting pressure against the tech mogul.
