For many Filipino vendors like Edna Rosacay, justifying the recent surge in vegetable prices to customers has become a daily challenge. Despite a sufficient supply of fresh produce sitting in provincial trading centers, urban consumers are facing steep price hikes on staples like onions, garlic, potatoes, and eggplant. While the Department of Agriculture attributes these costs partly to over P1 billion in flood damage since August, the reality on the ground highlights a deeper systemic issue: the gap between farm-gate prices and retail costs is widening due to persistent logistical failures rather than an actual shortage of goods.

The frustration is most visible in upland farming communities, where growers are increasingly forced to dump tons of fresh produce, such as carrots and cabbages, because selling them is no longer profitable. High transportation costs—exacerbated by recent fuel price spikes—and a lack of functional, affordable cold storage facilities mean that farmers are often left with no choice but to let their crops rot. Even with existing infrastructure, such as the facilities in La Trinidad, many units remain unused or too expensive for small-scale farmers, ensuring that while supply remains high at the source, it remains costly and inaccessible for those in the city.
