Dubai Regulator Penalizes Investor Over $210,000 for Deception
The Dubai Financial Services Authority (DFSA) has imposed a penalty of more than $210,000 on Gary Joseph Peters after discovering a pattern of dishonesty regarding his professional and criminal background. Peters, who served as a managing partner and COO for a DFSA-authorized firm between 2020 and 2022, was found to have provided false testimony during a mandatory interview. Specifically, he denied any history of criminal convictions, despite having previously pleaded guilty to multiple fraud-related charges in another jurisdiction.
Beyond his deceptive statements, Peters failed to substantiate his claimed academic credentials, repeatedly ignoring formal requests from the regulator to provide legitimate documentation. As a result of these violations of the Regulatory Law 2004, the DFSA has not only fined him but also issued a permanent ban, prohibiting him from working for any firm authorized by the regulator or conducting business within the Dubai International Financial Centre. The authority concluded that Peters is fundamentally unfit to hold any position within the financial services sector.
