The Rise of Project-Based Hiring in the GCC
A growing number of businesses across the UAE and the wider Gulf region are shifting their recruitment strategies, increasingly relying on temporary and contract workers to meet operational demands. Recent research conducted by the recruitment firm Hays reveals that over one-third of companies now utilize more contract staff compared to two years ago. This trend is largely fueled by the need to manage specific, project-based workloads, with nearly 43% of employers citing this as their primary motivation. Rather than focusing solely on increasing their permanent headcount, organizations are prioritizing access to niche expertise and the ability to scale their teams up or down based on current market fluctuations.
This evolution toward a "blended workforce" allows firms to remain agile in a competitive economic landscape. According to Ryan Tagg, senior director at Hays Middle East, the traditional divide between permanent and temporary staff is becoming less defined as companies prioritize capability over sheer workforce size. By integrating temporary specialists into their teams, businesses can effectively navigate complex digital transformation projects and evolving skill requirements without the long-term commitments of permanent hiring. As the GCC region continues to see heavy investment in various development sectors, the use of contract labor appears to be a permanent fixture in the modern professional landscape.
