The UAE Ministry of Higher Education and Scientific Research has introduced a rigorous new licensing framework aimed at safeguarding students in the event of an institution’s closure or a program cancellation. Central to these regulations is the "teach-out plan," a mandatory requirement ensuring that students are not left stranded if a university loses its license or faces operational instability. Under this system, universities are now directly responsible for creating clear pathways for their current students, which include protecting academic records, securing financial interests, and facilitating seamless transfers to other institutions if necessary.

This comprehensive regulatory overhaul shifts higher education oversight from a one-time approval process to a continuous, risk-based model.
