Kuwait's Age Limit for Tobacco Sales
Starting January 1, 2027, Kuwait will implement a comprehensive set of regulations under Ministerial Decision No. 237, aimed at curbing tobacco and nicotine use among the youth. Health Minister Dr. Ahmad Al-Awadhi announced that the sale and distribution of these products will be strictly prohibited for anyone under the age of 21. This broad policy covers a wide array of items, including traditional cigarettes, e-cigarettes, heated tobacco devices, and modern nicotine pouches, reflecting the government's commitment to mitigating the social and economic health impacts associated with nicotine addiction.
The scope of this ban is extensive, effectively removing tobacco products from common public spaces such as educational institutions, healthcare facilities, sports clubs, and cinemas. Furthermore, the regulation prohibits sales via online platforms, social media, and vending machines, while mandating that any products sold in cooperative societies remain behind counters under direct supervision. To ensure compliance, the Ministry of Health has also introduced strict packaging requirements, including mandatory graphic health warnings covering half the package, a total ban on promotional advertising, and a requirement for all products to be officially registered and verified for safety before entering the market.
