For residents like 64-year-old Elia Jalota, residing in the flood-prone community of Bagong Silangan, the arrival of the southwest monsoon has become a grim, recurring reality. Despite massive government investments in flood control infrastructure intended to safeguard the region after the devastating 2009 floods, many families remain displaced in evacuation centers as their homes and small-scale vegetable patches are repeatedly submerged. This persistent environmental threat has left local farmers struggling to maintain their livelihoods, as essential crops like water cabbage and taro are frequently wiped out by rising floodwaters.

The situation has escalated into a national crisis, with the Department of Agriculture reporting over P1 billion in damages across rice and vegetable farms. The Kilusang Magbubukid ng Pilipinas (KMP) has urgently called on the government for immediate production subsidies, highlighting that farmers are suffering a double blow: the destruction of their crops and a sharp decline in market prices. With supply chains disrupted—evidenced by massive transport delays in Benguet and farmers being forced to dump unsold produce—the agricultural sector is in dire need of state intervention. As weather forecasts predict continued heavy rain, the limited insurance support currently available appears woefully insufficient to cover the widespread financial devastation facing millions of Filipino farmers.
